Realmente no es algo tan nuevo, la recomendacion de la W3C aparece publicada el 10 de febrero de 2004 y, una cosa importante:

Todo el tema es un poco confuso, desde la definicion de OWL (Lenguaje Web Ontologico), se habla mucho de esto, pero realmente se dice poco, principalmente por las definiciones redundantes (rebuznantes o evasivas?) de los terminos, tal como puedes comprobar en:
