En el tag <body> especificas los valores de los margenes, asi:
<body bgcolor="#FFFFFF" text="#000000" leftmargin="0" topmargin="0" marginwidth="0" marginheight="0">
Tambien podes hacerlo (y es mas recomdable) con CSS.
