freeradius error de puertos

hello friends I'm desperate because I have to support my graduation project in 1 week and the radius server throws me this error:

Failed binding to authentication address * port 1812: Address already in use
/etc/freeradius/radiusd.conf[273]: Error binding to port for 0.0.0.0 port 1812

I'm using Debian 8 jessie
FreeRADIUS Version 2.2.5

only localhost and the server works in clients.conf.
radtest project 123 192.168.0.1 1812 testing123 (router) does not work

I got a solution "killall freeradius"
but I run it stops working the

radtest project 123 127.0.0.1 1812 testing123 (localhost)
radtest project 123 192.168.0.2 1812 testing123 (server radius

Mas que disculparte por tu ingles, porque no escribes en español.... hasta donde tengo entendido el ingles no es el idioma nativo de Colombia.

Sumado a eso, aquí no hacemos trabajos escolares... por favor acude con tus profesores, asesores o cualquiera que sea el titulo de aquella persona que te impartió la clase competente con tu proyecto.
