Cambiar por día un texto

Hola a todos:
Cómo puedo hacer para que día a día cambie un determinado texto, ojalá sin PHP, que imagino es muy bueno, pero desconozco. Ojalá un CGI a prueba de tontos, ejem...

Quedate tranquilo que es muy, pero muy simple.

Aqui te pongo un Codigo que genera Frases al Azar cada vez que se abre tu URL.
No es dia a dia, sino al Azar.
