Pues puedes hacerlo con Flash pero creo que en esa página esta hecho con Java Script

este tipo de presentaciones forman parte de los efectos predeterminados que bienen incluidos dentro de el front page de office XP 2003 con este suite puede lograr algo exactamente igual a esta pagina

Esto tambien se puede hacer con el DW, se hace con capas anidadas y utilizando el comportamiento PVII Layer AniMagic y los comandos NN4 Return False Fix, Layer2style y Scrubber.

layer2style hace que Nestcape entienda las capas anidadas

Layer Fix: evita que el Nestcape 4 distorsiones el diseño de la capa cuando redimensione la ventana

Ani Magic nos ayuda al hacer los movimientos, ha establecer las posiciones y la velocidad de movimiento

Scrubber evita que salgan lineas alrededor de los links


Parece complicado pero con estas herramientas es muy facil, si no siempre tienes la opcion de aprender algo de javascript o mirar el codigo de la pag. de muestra y modificar algunos parametros para adaptarla a tu sitio
