Agregar paginador a funcion

Hola, tengo una funcion que muestra ciertos productos a los que quisiera que si pasan de 20 por ejemplo se mostrara un paginador, nomas que nunca he utilizado un paginador, alguien podria decirme como podria quedar?

Lo que hace es que toma algunos valores y dependiendo de ellos muestra algunas categorias solo que algunas son pocas y otras muchos los productos que tienen y es en estas que quisiera mostrar el paginador, ojala pudieran ayudarme, de antemano muchas gracias como siempre uso MySQL por si de algo sirve
