No soy de los que se queda sin respuestas facilmemte asi postee la duda en webhostingtalk y alguien me dio un buen tip.
Las únicas razones por las cuales un registrador puede negar una transferencia son las nombradas en el ICANN transfer policy:
No payment for previous registration period (including credit card charge-backs) if the domain name is past its expiration date or for previous or current registration periods if the domain name has not yet expired. In all such cases, however, the domain name must be put into "Registrar Hold" status by the Registrar of Record prior to the denial of transfer.
Basicamente es solo por falta de pago, asi que si decides no pagar el cargo ellos no deberian impedir la transferencia
