Este es el mensaje que me mandó Paypal hace como año y medio cuando me cerro la cuenta:

The PayPal account registered with this email address has made transactions
that could reasonably be considered to be cash advances. Cash advances are
not permitted under PayPal's User Agreement, which reads as follows:

"Your information and your activities (including your payments and receipt
of payments) through our service shall not consist of providing yourself a
cash advance from your credit card (or helping others to do so)."

If you wish to send a credit card funded payment as a cash advance in the
future, you must select Quasi-Cash as the funding method.

Please note that a second instance of cash advance behavior will result in
your account access being limited.

aqui dice que la próxima vez seleciones Quasi-Cash pero en seguida y sin haber hecho nada me mandaron este email:

We have reviewed your account, and due to the excessive risk, we would like
to begin parting ways in a manner that is least disruptive to your business.

Please reply to this email by logging into your PayPal account and filling
out the restricted account web form in order to facilitate the disbursement
of any funds remaining in your PayPal account. Disbursement can be handled
in one of two ways:

1. Your remaining account balance can be used to refund the buyers

Or

2. Your remaining account balance will be held with your PayPal account
for 180 days in order to minimize chargeback risks. Once the 180-day period
is completed, the remaining balance will be transferred to the bank account
registered to your PayPal account.

If you do not respond to this notification, option number two will be
selected for disbursement of any remaining balance.

PayPal reserves the right to close any account reported to be involved in
possible fraudulent or high risk behavior. In the event of a dispute,
PayPal will seek to recover the funds from you by debiting your PayPal
balance, PayPal reserves the right to collect your debt to PayPal by any
other legal means.


O sea un email detras del otro sin darme chance de hacer más nada. No tenía plata en la cuenta Paypal porque precisamente lo que había hecho era cargarle algo y pasarla a la de mi esposo y el sacarla a la cuenta corriente en USA.
