CSS lento

Amigos: les cuento mi problema......... el background (color) es muy lento en aplicarse y siendo azul.......durante varios segundos mientras termina de cargar la web se ve un "pantallazo azul"

Si por algun motivo deja de cargar la web.... (un error en un script de PHP)... la pantalla queda todoa azul.
