buenas, estoy trabajando con un sistema en php de baneo de ip "limita las descargas", es decir cada tanto tiempo permti descargar de nuevo el archivo.
tengo un archivo llamado .htaccess
contiene

RewriteEngine on
RewriteRule (.*)(pdf|zip)$ /descargas/dl.php [QSA]
lo que en realidad quiero hacer es negar el acceso a archivos en php por ejemplo a un panel, que solo pueda ingresar de nuevo despues de 2 minutos.
entonces realice la modificacion

RewriteEngine on
RewriteRule (.*)(pdf|php)$ /descargas/dl.php [QSA]

pero me sale un error

que tendria que cambiar para negar el acceso a archivos en php ? me refiero a no descargarlos si no que al re ingresar bloquee la ip como si descargar un archivo
