Cuando pide password runas, no se debe de ver nada (no tipea nada aparentemente), es por seguridad, para que no se vea ni la longitud de la contraseña.
El error 1326, efectivamente es ERROR_LOGON_FAILURE
Creo que es un tema de UAC. Intenta deshabilitarlo y prueba. O puiede incluso que sea un tema del servicio de inicio de sesión secundario:
"If the runas command fails, the Secondary Logon service might not be running or the user account you are using might not be valid. To check the status of the Secondary Logon service, in Computer Management, click Services and Applications, and then click Services. To test the user account, try logging on to the appropriate domain using the account."

SIP. ya probe lo del servicio de sesion secundaria. esta en automatico...
Desactivando el UAC los scripts ya funcionan si tener que clicar cadea vez en administrador....la cosa estaria en conseguir esto con el UAC activado
