oye gracias pero coloco esa linea de la siguiente manera

$nombreCompleto = mb_convert_encoding($nombreCompleto, 'UTF-8');

creo que a eso te referias pero no funciona luego decidir colocar el header

header("Content-type: text/html; encoding: UTF-8");

pero me marca este error
