Hola, sé que ya tiene tiempo el post, pero yo me topé con el problema hoy y llegué aquí, asi que alguien mas pudiera necesitarlo.
Encontré solución en esta página:

Básicamente te dice:
1) Revisa tu archivo de configuración de wamp: C:/wamp/wampmanager.ini, probablemente se encuentre vacío, si es así, he ahí el problema, entonces:
2) Copia y pega en el archivo el siguiente código, y sigue leyendo:

ServiceGlyphPaused=14
ServiceGlyphStopped=15

3) Revisa tu versión de PHP, y cambia el nombre de la carpeta en el código que recién pegaste por el de la carpeta que tienes instalado
4) Sustituye las comillas. Algunos programas de texto copian un tipo de comillas que no reconocen, entonces mejor vuelvelas a escribir
5) Guarda el archivo y arranca wamp
6) LISTO!!! Todo funcionando :)
