CSC.EXE error de aplicacion Win 7 64 bits

Hola a todos, hace unos dias que al reiniciar me aparece una ventana con el mensje CSC.EXE ERROR DE APLICAACION-ERROR 00000142-LA APLICACION NO SE PUDO EJECUTAR
estuve mirando en internet y parece que es un problama del compilador de utiliza MICROSOFT.NET FRAMEWORK 1.1
no tengo la menor idea de que se trata, tengo win seven home basic original de 64 bits y esta actualizado al dia, por ahi neceisa un parche o algo asi. lo ultimo que instale fue kinder key , para saber con que key de win esta la compu
