Problema de Diseño con la Vista Compatibilidad en IE9

Hola,

Lo primero no sé si va en este subforo mi pregunta pero no encontré ningún subforo de CSS. El problema que tengo es el siguiente: tengo un div (PRINCIPAL) que le defino el alto en 200px para mostrar unas barras de desplazamiento y dentro del div tengo una tabla con varias filas y en cada fila un div con un control HTML simulando una barra de progreso mediante estilos CSS.

El código funciona perfecto en IE9 pero si activo la vista de compatibilidad los DIV de la barra de progreso se salen fuera del DIV PRINCIPAL (el limitado a 200px de alto).

Y el css utilizado es el siguiente:
