¿Cada vez que reinicias el fichero hosts se modifica y pone tus cambios como comentarios?
Lo único que se me ocurre es que lo haga algún antivirus o programa de seguridad que tengas instalado. Tendrías que mirar su configuración para que no modifique el hosts
Si lo curioso es
que mi hosts esta asi

Ya despues de apagar y prender el equipo todo queda asi le pone a todos mis cambios # no se por que lo hace y no es el anti virus
