Cita: The TBODY start tag is always required except when the table contains only one table body and no table head or foot sections. The TBODY end tag may always be safely omitted.
Traducido: si pones thead, siempre debes poner tbody. En tu codigo no hay tbody, asi que la table no esta completa. Pon un tbody, y asunto solucionado.
Por cierto, este no es un fallo CSS, deberias haber preguntado en el foro de HTML.
