bloquear textarea

HOla saludosss

Una vez me brindaron el siguiente codigo para bloquear un textarea segun la seleccion de dos radio button(Si / No) , pero no me esta resultando pues cuando selecciono el radio button que me bloquea el textarea no se envia la informacion a la Base Datos..por favor alguien me puede decir que pasa?? Aqui les dejo el codigo..

luego
