Problema con scroll en div

Hola, tengo un detalle con mi página web, resulta que estoy intentando hacer un barra estática estilo facebook o twitter y funciona bien, pero me doy cuenta que en esas páginas se obversa el scroll completo y en mi página web, aparece oculta esa parte, pueden apreciar mi problema aquí

ocupo los z-index y funciona bien, cambio el porcentaje a 98 o 99 % y se ve la página web, pero se ve un tanto incompleto, quisiera saber que se puede agregar o eliminar datos.

Además de esto la barra de inicio disminuye y la tabla de los datos no.
En cuanto a lo tuyo, lo que eieres es agregar datos a los z-index?

Entre otras cosas porque tenes casi 60 errores de html, estás usando mal las tablas y algún que otro detallecito.
trabajá sobre este esquema
